ABOUT THE MASTER PLAN

The Planning Commission was requested by Mayor Nelson Wolff in June 1991 to begin the process of updating the current masterplan. With City Council approval of the process in February 1992, the Planning Commission appointed an Ad Hoc Master Plan Advisory Committee. The Commission at this time was led by Phil Garay, Chairman, and Ruben M. Pena, Vice Chairman. Also on the Commission were Ophelia Cervantes, Albert Cisneros, Edward A. Cross, II, Allie B. Floyd, Theresa Giolma, Jack Insellmann, and Debra Ann Guerrero.

The Ad-Hoc Master Plan Advisory Committee included Howard W. Peak IV, Chairman, and Edward Cross II, Vice-Chairman. Also on the Committee were Raymond Baird, Ben Brewer, Doug Brown, Dan Bump, Laddie Denton, Porter Dillard, Jane Gaitan, George Geis, Cynthia S. Taylor, A. Jose Gonzalez, Mayor James J. Kelly, Barbara Hawkins, June Katchik, Janet Kennison, Frances Killebrew, David Lake, Paula Piper, Andy Perez, Ruben Ramos, Tom Roddy, Marc Ross, Susan Rust, and Steven Tillotson.

The Planning Commission recommended the resulting plan by resolution to the City Council on December 8,1993. The current San Antonio Master Plan was adopted by the San Antonio City Council through Resolution No. 93-51-77, passed and approved December 21, 1993, under the administration of Mayor Nelson Wolff. This Master Plan replaces earlier masterplan documents adopted July 2, 1980.

Councilpeople at the time included Roger Perez, Ruth Jones McClendon, Linda Billa Burke, Henry Avila, Juan F. Solis III, Helen Ayala, Bob Ross, Bill Thornton, Howard W. Peak, and Lyle Larson. Alexander Briseno was City Manager, J. Rolando Bono Assistant City Manager, and Rebecca Waldman Senior Management Coordinator. The Director of the Department of Planning was David W. Pasley.
