WHEREAS, San Antonio has grown to over 309 square miles and is now populated by more than 925,000 citizens; and
WHEREAS, the growth in both size and population has made it increasingly difficult to provide convenient and efficient services to the citizenry; and
WHEREAS, other cities have experienced positive results in the better providing of services to the public from the decentralization of various city departments; and
WHEREAS, the National League of Cities is available to act as a resource to aid in the decentralization; and
WHEREAS, the City of San Antonio Police Department's Decentralized Neighborhood Sub-stations are favorably performing as expected; and
WHEREAS, as basic government services are provided in the neighborhoods, closer to the citizenry, the citizens become included in the government of the City; and
WHEREAS, the City Council of the City of San Antonio wishes to improve neighborhood services of various departments by decentralizing current services and by the creation of regionalized city service sub-stations; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN ANTONIO:
SECTION 1. A Regionalization Committee is hereby established for the purpose of researching, evaluating and reporting their findings to the City Council on the proposed decentralization of City Departments which provide direct services to the communities of the City.
SECTION 2. The Regionalization Committee shall be comprised of eleven (11) members chosen by City Council.
SECTION 3. The initial membership on the Regionalization Committee shall be as follows:

(4) DIEGO BERNAL
(5) PHIL ACOSTA
(6) SYBIL KANE
(7) DR. RAYMOND BAIRD
(8) DR. THOMAS BRERETON
(9) KEN THOMAS
(10 DON BEERE
