Kristina Ross's History of Communication Media Technologies is a wonderful place to start. For some theoretical background try the Memetics Page and the Principia Cybernetica Web which will stretch your mind a little. For a political education and to find out what's happening visit the Electronic Frontier Foundation which has always been in the vanguard of dealing with issues affecting the web and society.
