The minutes of the meeting of October 29 were approved. They will be
posted to the task force website.
SUBCOMMITTEE ASSIGNMENTS Tom Brereton distributed a list of the volunteers thus far for the three subcommittees. A final list will be posted when all members have responded.
RESEARCH ON EXISTING CITY INITIATIVES/PLANS
Tom Brereton asked members to volunteer for a small working group to
design a plan to inventory existing city technology initiatives and
plans. The aim will be to generate the baseline information which the
task force needs with minimum burden on both city staff and task force
members. Gerry DiZinno and Roselyn Marcus agreed to work on this.
Additional members of the working group will be sought through a
listserv message. The City Manager's approval will be needed to survey
all city departments.
FUTURE BRIEFING/DISCUSSION TOPICS
The task force agreed to schedule a briefing on the various categorical
grant programs and other funding opportunities which are available for
local government technology as the main subject of the next meeting.
This will be followed by a discussion of issues of community access and
participation with Gary Chapman, Director of the 21st Century Project,
UT-Austin, following shortly after the Texas Telecommunications Policy
Institute's conference on "The Future of Telecommunications in Texas" in
Austin on December 3rd.
BRIEFING AND DISCUSSION ON LEGAL ISSUES
Bill Wood briefed the task force on the complexities of the Texas Open
Information Act, liability issues and privacy issues related to the task
force's mandate. Extended discussion followed. Roselyn Marcus briefed
the task force on related issues, with emphasis on the Americans with
Disabilities Act and issues which may arise in developing pilot
projects. Their two PowerPoint presentations will be posted to the web
site.
