January 5, 1989
To the Mayor and Members of City Council:
On behalf of the members of the Regionalization Committee, which you appointed by Ordinance #65983, we are pleased to transmit our committee report.
The report recommends means to decentralize the delivery of City services, and to improve the efficiency, accessibility and responsiveness of city government. It is the product of many hours of committee deliberation and an extensive effort at community consultation. The committee also acknowledges the assistance of staff from every city department, whom we consulted at several stages in our work.
We have tried hard to make this report as clear and concise as possible. Some of our recommendations still require further detailed planning before they can be implemented. Nevertheless, we hope that the general direction of our recommendations meets with your approval.
